13 Arrested for Unlicensed Payment Services at MBS Casino

The recent arrests at Marina Bay Sands (MBS) Casino have stirred a wave of attention in Singapore and beyond. On September 9, 2024, it was reported that a total of 13 individuals, all Chinese nationals, were charged for conducting unlicensed payment services within the premises of this iconic casino. This operation sheds light on the shadowy world of unauthorized financial services within the gambling sector, particularly in a jurisdiction as heavily regulated as Singapore.

A significant operation led by Singapore’s Central Police Division culminated in these arrests, carried out with the assistance of the Criminal Investigation Department, the Commercial Affairs Department, and MBS Casino staff. These efforts reflect Singapore’s unwavering commitment to maintaining its strict regulatory environment for gambling activities.

On September 6th, police had announced an ongoing investigation involving 24 individuals aged between 27 and 58. The investigation pertains to activities that occurred at the casino on September 5th and 6th. Out of these individuals, 17 men and seven women are being scrutinized for providing unlicensed services, including unauthorized foreign currency exchanges and remittances.

The authorities seized over SG$190,000 (approximately US$145,572) in casino chips and cash, along with several electronic devices during the operation. Court documents allege that the suspects unlawfully offered currency exchanges between the Singapore dollar and the Chinese Yuan, a practice strictly regulated under local law.

These developments at Marina Bay Sands highlight crucial issues regarding unregulated financial transactions within casinos, which pose potential risks not only to the integrity of the casino industry but also to financial security. If convicted, the individuals face severe penalties, including fines up to SG$125,000 (about US$95,709), imprisonment of up to three years, or both.
